Sovereign Citizens are a subculture of citizens who hold anti-government beliefs. This class of citizens believes the government, law enforcement, judges, and juries do not have the right to create laws and those citizens feel they should get to decide which laws they will follow. This group has become a serious threat to law enforcement, using violence to protect themselves from law enforcement interventions which conflict with their ideals and beliefs. Understanding their culture, how they operate, what threats exist, and how this may effect law enforcement is important.

Course topics include: background information on the Sovereign Citizen movement, threats to law enforcement and other public safety personnel, statistics and case study information on previous interactions, how to recognize Sovereign Citizens and what to expect, Sovereign Citizen tactics, and how they recruit new members.
